Of course, there are some rules. The name has to be short and simple enough for the dog to remember and recognizes. Other than that, you are pretty much limited by your own imagination. You can go as wild as you like.
However, it should be something you won’t be ashamed of saying out loud on the street or in a dog park. But this is different from one country to another.
What’s considered normal in one country can be insulting in another. But do we have to have the whole world in mind when we are naming our dogs?

It is very clear that OP is completely right and that his sister’s boyfriend is delusional and not really well-informed. While Yankee might be insulting to him personally, it is not insulting to any group.
You can’t really consider every person on the planet when you are naming your dog. And of course, Yankee can’t be compared to the n-word. One is a common name for people from the north of the US, and the other is an insult to a large part of our planet's population.
And the request of changing the dog's name is even crazier. The dog is used to that name. You can't just say to it - we changed your name. Dogs don't really work like that.
But can you expect a person with such wild demands to understand that?
