Tootsie Roll had a rough start before her family took her in. She was an abandoned dog found in the woods. It took a long time for her to become sociable and learn to trust her family members. Now, her personality has done a complete 180 degrees.
Tootsie is a fan of the outdoors, and it's safe to say that this is the reason behind her making a hole in the blinds.
When Tootsie isn't running outside, she loves to view the world through her favorite window. This particular window typically has a curtain hanging in front of it. However, when Tootsie "accidentally" ripped it, her family decided to draw the blinds down when they left for the day.

Obviously, Tootsie didn't like this idea. That's when she made her hole.
That day, Dini saw Tootsie's face in the window when she came home from work. She already had a hunch about what had happened and confirmed it when she went inside. There it was—a hole in the blinds made by Tootsie so she could continue to look out the window.
Tootsie was even proud of the hole, according to Dini.
