She has become a local celebrity for stopping strangers in their tracks and wrapping them up in the kind of hug that makes people smile instantly.
Her owner, Fernandez-Chavez, says the habit started around Valentine’s Day in 2014, when Loubie began holding his hand after a breakup. Since then, the affectionate pup has spent hours each day greeting people on the street, and her Instagram following keeps growing along with her reputation.
