Most people would report it to the police, especially if the dog abuser would get fined.

I jumped in my car and drove over there as fast as I could, and as I was turning the corner, he was going to do it again 😱, but from that angle, I could see he was kicking a ball and the dog was chasing after it 😳. I’m glad I saw that, or I’m not sure what I would have said or done 😤.

Yelling – there’s nothing you can do other than try to educate the person.
Kicking? That’s cruelty to an animal, and it’s illegal in almost every civilized country. I’d report that.
(Seriously kicking? I’d call 911 and ask for assistance. Trying to arrest the guy would be dangerous if I weren’t armed, which I most likely wouldn’t be – I don’t walk around showing off my “gunz.”)
